At Compass, we’re proud of our talented staff. Many of us have worked together (including time together before Compass) nearly twenty years. Although we are a small business, our capabilities are broad, and our relationships with strong subcontractors are extensive and active. In addition to our small, talented staff, Compass has extensive relationships with respected experts and often collaborates on assignments.

Charlie Wilkins is a consultant who works with regulatory agencies, owners, managers, and lenders regarding affordable housing policy, finance, asset management and property management. He is an advisor to HUD’s Mark to Market and Green Retrofit programs, to HUD’s HOME program, to the Department of Agriculture’s Rural Housing Service, to the State of Louisiana’s hurricane recovery program, to the State of Mississippi Governor’s Office of Recovery and Renewal, and to the Mississippi Development Authority. He was also the primary advisor to the Millennial Housing Commission on affordable rental housing. He is the author of Shelter from the Storm: Successful Market Conversions of Regulated Housing, which explores the public policy, affordability, operational and financial consequences of introducing more market forces into affordable housing. As a senior executive with The National Housing Partnership, Charlie was responsible for asset management of NHP’s 60,000 units of affordable housing, and for NHP’s relationships with the Congress and HUD. He is a Senior Fellow in the School of Public Affairs at the University of Maryland, a past President of the National Affordable Housing Management Association, and a Board member of the National Center for Healthy Housing. Anker Heegaard has been a principal with Compass since the firm’s inception in 1997. Prior to co-founding Compass, Anker was director of corporate communication and project management with the National Housing Partnership, then the largest private owner and manager of affordable multifamily housing in the U.S. Anker is expert at underwriting complex affordable housing transactions, and specializes in debt restructurings and workouts of troubled properties that have public financing structures. He has been a key underwriter with the Mark-to-Market and Green Retrofit programs, the HOME ‘troubled property’ workout program, and Louisiana’s CBDG ‘Piggyback’ program. He has extensive knowledge of public policy issues, regulatory compliance requirements, financing mechanisms, developer economics, and other dynamics of affordable housing. Lynda OseLynda OseDatabases, multifamily data, program support
Lynda has been an affiliate of Compass since 1999. Some of her key clients and projects include: developing a corporate database for MuniMae’s portfolio of loans on more than 100 assets, representing over 19,000 units of multifamily housing; project manager for the implementation of a Web-enabled database providing extensive information about the HUD Mark-to-Market and Green Retrofit programs, as well as a means for tracking and logging requests for program guidance and transaction support; developing and operating a system allowing NeighborWorks America to track and report on quarterly property performance, financial information and social services provided by over one thousand properties representing over one hundred member organizations; and providing operations support for the StrengthMatters Data Warehouse, an initiative sponsored by NeighborWorks, the Housing Preservation Network, and Stewards of Affordable Housing for the Future. Robin DunningtonRobin DunningtonUnderwriting, Mark-to-Market, Green building technologies
Robin is a senior associate with the firm. As a financial advisor to HUD’s Office of Affordable Housing Preservation her assignments include underwriting and negotiating deals for properties entered in the Mark-to-Market program. Previously, Ms. Dunnington supervised affordable property management operations for the National Housing Partnership (NHP) in the Mid-Atlantic and Puerto Rico territories. She was also a regional trainer in topics including financial management, supervisory skills, contracts and agreements, and property maintenance. Prior to property management, Ms. Dunnington worked as a regional asset manager for NHP and was instrumental in underwriting new apartment construction and acquisition syndications.
